The consortium, which aims to accelerate technology and knowledge transfer, is made up of 12 universities, including the Eucor universities (Karlsruher Institut für Technologie, Freiburg im Breisgau, Haute-Alsace, Basel and Strasbourg), the University of Kaiserslautern-Landau and the TriRhénaTech universities of applied sciences (Kaiserslautern, Karlsruhe, Offenburg, Furtwangen, Lörrach, North-Western Switzerland). It also includes technology transfer players such as Conectus, Grand E-nov+ (the regional innovation agency) and the CCI Alsace Eurométropole. The clearly stated aim is to create a trinational network to facilitate the emergence of start-ups and provide support for businesses, both in terms of employee training and access to Upper Rhine innovations.
The main themes of Knowledge Transfer Upper Rhine2 (KTUR2) are :

- Facilitating access to innovations resulting from research work
- Facilitating access to cutting-edge technologies (platforms) from research units
- Developing a cross-border continuing training offer
- Develop entrepreneurship and the creation of cross-border start-ups
- Facilitating access to Upper Rhine innovation funding schemes
