ZAV information

Information for foreign students

You come from a country outside the European Union or the European Economic Area? Here you can find information on study-related internships for foreign students in Germany.

Labor market access

Nationals of member states of the European Union (EU) and the European Economic Area (EEA) do not require the consent of the Federal Employment Agency.

Foreign students may only take up employment if they have a residence title (visa, residence permit) which entitles them to do so. The residence permit is issued by the foreign mission (embassy/consulate) or the foreigners authority. For study-related internships, the foreign mission or the foreigners authority must obtain the agreement of the ZAV. For information on entry and residence in Germany, as well as visa requirements and visa procedures, please contact the respective German mission abroad.

Agreement of the ZAV

Students with a foreign citizenship, whose internship is directly related to their studies and who are enrolled at a foreign university or university of applied sciences, can complete an internship in Germany. For this they need the agreement of the Federal Employment Agency, which is valid as proof of permitted employment. The ZAV, the Zentrale Auslands- und Fachvermittlung der Bundesagentur für Arbeit, decides on the agreement for a study-related internship lasting up to one year.

The agreement can be applied for by universities in Baden-Württemberg via the Coordination Office (KOOR), otherwise via other student exchange organizations or comparable institutions recognized by the ZAV.Internships that take place within the framework of EU-funded programs, e.g. ERASMUS do not require the granting of the agreement of the ZAV. Here the foreign mission or foreigners authority decides whether a visa or a residence permit is required. On January 1, 2015, the Minimum Wage Act was introduced in Germany. Since October 2022 a minimum wage of 12.00 EUR gross per working hour applies. Exceptions are:

  • Compulsory internships (Confirmation from the home university based on the study regulations)
  • Internships up to three months

The minimum wage law applies without exception to graduates

Documents to be submitted

Required documents for requesting consent:

  • Application form
  • Certificate of enrollment in copy (please use this form (PDF))
  • Copy passport
  • The application form for further education purposes
  • Please note that the weekly working hours must not exceed 40 hours
  • Internship Schedule (PDF)
  • If the monthly internship allowance for mandatory internships or for voluntary internships up to 3 months is less than 934 EUR gross, the following Declaration of Commitment (PDF)
  • For mandatory internships: Excerpt from the study regulations and confirmation from the university that the foreign school or study regulations require a mandatory internship and that the planned internship abroad will be recognized as so.

Please note that the processing time can take up to eight weeks and approval cannot be granted retrospectively. Therefore, we need the above documents at least eight weeks before the planned start of the internship
